We started RCC in 2011 with a simple goal: to provide the kind of care we’d want for our own families. Our passion for this work runs deep—Jeff’s parents offered foster care for decades, and both of us spent years managing group homes before starting RCC. Since day one, we’ve stayed closely involved, learning from the people we serve and shaping our care to meet the real needs of our community.

Outside of work, Jeff enjoys spending time outdoors, traveling, and making memories with his wife and their seven children.

Outside of work, Michael enjoys traveling and spending time outdoors with his wife and their four children.

Doug Foote

CEO

Serves as the CEO of RCC, bringing decades of executive-level experience across the insurance, physical health, and mental health sectors. His professional background includes leadership in Information Technology, Project Management, and Operations. Outside of his role at RCC, Doug serves as a volunteer firefighter with the Victoria, Chanhassen, and Excelsior Fire Departments. He enjoys spending time outdoors, playing games, and volunteering alongside his wife and their five sons.

Outside of work, Bert enjoys traveling and spending time with his husband and their four dogs.

Serves as the Vice President of Compliance and Growth at RCC, bringing over 14 years of diverse experience in the human services field. Her background spans a variety of settings, and she is deeply committed to the people RCC supports. Jade is passionate about enhancing systems, streamlining processes, and exploring innovative ways to expand services. Outside of work, she enjoys spending time at the cabin with her husband and their two children, watching her children’s sports activities, and getting together with friends.
